On 28 May RDL 11/2021 is published, which extends the deadline until 30 September and among other provisions approves

125 per month for four years on social security contributions for companies that hire people with limited intellectual abilities. They have a hard time too.

  • ERTE due to impairment and limitation:
    • They remain almost unchanged with an extension until 30 September.
    • It will be possible to continue accessing unemployment benefits without having the minimum number of contributions.
    • For ERTE due to force majeure and organisational, economic, technical and production causes, discounts do change:
      • As of 1 June, the existing bonuses of 85% and 70% will be maintained for three months, but they will become 70% and 60% in September and only for workers in ERTE. The decree-law improves the exemptions for reinstated workers, which will be 95% in small companies (less than 50 workers) and 85% in large companies (more than 50 workers) for the whole period.
  • Aid for permanent-discontinuous workers
    • If it is not possible to call them back to work when they are due, they must incorporate them into the ERTE. In all other cases, for example if the call-up was not scheduled between June and September, it maintains the allowances as before.
    • Extension of the standstill period for temporary contracts under ERTE, which will start to count again once they return to their posts.
    • The special allowance for artists, technicians in this field and bullfighters is maintained with an extension until 30 September.
  • Aid for the self-employed
    • For ordinary cessation of activity compatible with the activity. In addition to the usual requirements:
      • That the turnover in the 2nd and 3rd quarter of 2021 is 50% lower than in the same period of 2019 and that their net income in this first half of the year does not exceed €7,980.00.
    • Those who have received benefits up to 31 May for ordinary cessation compatible with the activity or low income, even if they cease to receive them, will have exemptions in their Social Security contributions during the summer:
      • 90% in June
      • 75% in July
      • 50% in August
      • of 25% in September.
    • Low income.
    • For suspension of activity due to health measures.
    • For seasonal workers.
    • The time for which a worker will be considered "seasonal" is modified, adjusting the calendar to the extension. Thus, those who between 2018 and 2019 work as self-employed between four and seven months each year (until now it was between four and two), and at least two of them between June and September, and who during those two years have not worked as an employee for more than 120 days, nor work more than 60 in the second and third quarters of 2021, will be eligible for this aid. In addition, their income in the second and third quarters of 2021 cannot exceed €6,650.
